Our Five-Year Strategy

This is an overview of our five year strategy spanning from 2024-2029.

A world where everyone can self-determine and live with dignity and justice.

Mission

BUILD the collective power of migrant, refugee, asylum-seeking and diaspora communities across Europe by resourcing organising and leadership capacity.

BRIDGE the needs of grassroots organisers to funding and civil society sectors, ensuring lived experience and local expertise drive meaningful investment and alliances for migrant justice.

Our Grantmaking

Our five-year grantmaking strategy is to put resources directly into the hands of migrant-led and grassroots groups across Europe working towards systemic change. By providing flexible general operating grants up to 10,000 EUR, we shift power and trust to those most affected by migration systems, who are best placed to understand the harms they face and develop solutions rooted in dignity and justice - yet are often underfunded and excluded from traditional aid models.

With the pooled investment of private and philanthropic actors, our goal is to regrant €1.5 million to migrant justice organising across Europe by 2029.

Support That Sustains

Our strategy is rooted in the understanding that building durable power requires more than just financial support. It requires resilient organisations and an interconnected ecosystem where migrant justice groups can learn, collaborate, and sustain themselves over time.

That is why we also offer tailored support to our partners, particularly on organisational development, transnational collaboration, and peer-to-peer learning. By connecting and convening partners, we help build the skills, relationships and infrastructure that grassroots groups need to thrive.

Together, these investments strengthen the foundation of migrant justice organising, creating a self-sustaining ecosystem capable of shaping a European democracy rooted in belonging, diversity, and justice.

Advancing Wider Change

Lasting transformation requires a shift in how philanthropy itself operates. Traditional funding models concentrate resources in large, top-down organisations, leaving migrant-led and grassroots initiatives underfunded and excluded from decision-making. This entrenches inequities and limits the capacity of frontline communities to drive systemic change.

That is why we engage with philanthropic organisations, humanitarian actors and civil society networks. As the only movement-led intermediary fund across Europe dedicated to grassroots migrant justice, we use our position to challenge entrenched funding systems and advocate for institutional transformation—towards more flexible, participatory, and movement-centred approaches grounded in trust and liberation.

When philanthropy shifts, resources flow more equitably, power is redistributed, and conditions are created for communities to organise, lead, and sustain long-term campaigns for justice.

Learning and Accountability

Learning is at the heart of how Safe Passage Fund operates and evolves. Our strategies are informed by insights gained from accompanying grassroots groups, engaging stakeholders, and reflecting on both successes and challenges. This ensures our work remains relevant, responsive, and grounded in the realities of the communities we support.

Guided by our commitment to accountability, we treat learning as an ongoing, participatory process. The SPF team convenes twice a year to review grantee feedback, surface risks early, and adjust strategies as needed. By applying these lessons across grantmaking, movement-building, and advocacy, we strengthen the resilience and long-term impact of migrant-led initiatives.
